Chelsea now faces four felony charges, including maintaining a drug trafficking location, child neglect, possession of methamphetamine, and possession of THC.

On September 10, police were called to the home of Chelsea Belle O’Donnell, daughter of Rosie O’Donnell, in Marinette, Wisconsin, after Chelsea herself contacted 911. According to court documents obtained by In Touch, the 911 operator overheard an argument in the background, with a woman shouting, “get the hell away from me.”

When officers arrived, Chelsea initially downplayed the situation, claiming that everything was fine. She later admitted to having an argument with her boyfriend, Jacob Nelund. Police, however, noted discrepancies in her story. “It was clear Chelsea was not being honest whatsoever,” the report read, with the officer recalling a similar incident at the home just weeks earlier.
As the investigation continued, officers discovered a meth pipe with residue inside, heightening concerns about the safety of her 11-month-old son.

Upon further investigation following Chelsea O’Donnell’s 911 call, police arrested her and conducted a welfare check on her 11-month-old son, Atlas. Officers discovered a box of hypodermic needles in the child’s room, raising additional alarm.
While in the patrol car, Chelsea admitted to having something hidden in her bra. Officers then found a vial-like container and a clear plastic bag containing white pills. According to the police report, the black vial held a white crystal-like substance identified as meth. Authorities alleged that Chelsea had 18 grams of methamphetamine at the time of her arrest.
Both Chelsea and her boyfriend, Jacob Nelund, displayed concerning physical signs of drug use. Officers noted that their pupils were dilated and unresponsive to light, leading them to suspect recreational drug use. The report also described Jacob’s physical state, stating, “His facial features were sunken in, he was missing teeth, and his muscle tone was rigid, as if flexing without effort.”
Despite Jacob’s claim of only smoking marijuana, police suspected methamphetamine use based on their observations and experience. “I have previously observed this type of impairment on someone that had smoked meth,” the officer stated in the report.
Police Discover Filthy Conditions, Drug Paraphernalia, and Dangerous Items in Chelsea O’Donnell’s Home
As officers entered the home of Chelsea O’Donnell, they were greeted by a scene of extreme neglect and unsanitary conditions. The police report described the home as being filled with rotting food, dirty and moldy dishes, and a pervasive stench. Officers encountered milk that “stunk so bad it almost made me puke,” alongside filthy diapers, soiled hygiene products, stained underwear, and used razor blades scattered across the floor.
In Chelsea and her boyfriend Jacob Nelund’s bedroom, police uncovered a used meth pipe and hypodermic needles, some of which had dried blood in them. The report noted that such items are commonly used by drug users to inject meth. Another officer corroborated the chaotic state of the home, describing it as filled with rotting fruit, garbage, random tools, and butane bottles mixed with the child’s clothing.
Alarmingly, police found a meth bong and pipe within easy reach of the young child. Underneath a baby crib, they discovered a digital scale, used gem bags with white residue, and a sharps container filled with more needles, both used and unused. In a nearby pile of clothes, officers found a straw that had been cut and burned, further indicating drug use within the home.
Ongoing Legal Troubles for Chelsea O’Donnell Amid Drug and Child Neglect Charges
One officer described Chelsea O’Donnell as “sweating profusely” and acting jittery during the police investigation of her home. Authorities alleged that Chelsea and her boyfriend, Jacob Nelund, appeared to prioritize their drug use over the safety and well-being of their 11-month-old son.
During their search of the home, police uncovered further evidence pointing to potential drug trafficking activity, including what appeared to be a methamphetamine cooking setup.
In a separate incident on October 11, police arrested Chelsea during a traffic stop, where they allegedly found a meth pipe in her vehicle. Additionally, officers claimed she had various prescription pills, including Oxycodone, Morphine Sulfate, and Hydrocodone, hidden in her bra.
Chelsea now faces multiple charges, including meth possession, bail jumping, and possession of narcotics, all of which are felony offenses. She is scheduled to appear in court next month to address both this incident and the previous child neglect case.
